West Fargo, ND – (April 28th, 2023) – It is with great pleasure that Dr. Rachael Agre, Elementary Assistant Superintendent, announces the hiring of principals at two West Fargo Public Schools elementary schools. Mr. David George has accepted the principal position at Independence Elementary School and Mrs. Kimmy Milligan has accepted the principal position at Freedom Elementary School. 

Mr. George has 15 years of experience in education and has been with the district since 2013.  David is currently serving as the assistant principal at Cheney Middle School, where he also holds the activities director portfolio, coordinates the North Dakota State Assessment process, and leads the Site Based Leadership Team. He holds a master’s degree in educational leadership from Lamar University and a bachelor’s degree in elementary education from Western Michigan University.  

Mrs. Milligan has 16 years of experience in education, serving for the past three years as the assistant principal at Fargo Public Schools’ Eagles Elementary. She was awarded Fargo Public Schools Teacher of the Year in 2020 and has served on several district committees including the Dyslexia Task Force and the Literacy Task Force. Milligan holds a master’s degree in curriculum and instruction from St. Catherine University and a dual bachelor’s degree in child development and family science and education with kindergarten, reading, and math endorsements from North Dakota State University and Valley City State University.  

When asked about these principal selections, Dr. Agre stated, “Kimmy has a strong instructional background and has served in many roles resulting in a unique set of leadership skills. Her passion for equity and educational justice will be a great contribution to Freedom Elementary and our district. David’s background with elementary, middle, and English Language learners and educators will support Independence Elementary’s continued efforts to prepare their learners for tomorrow’s world. With his most recent experiences at the middle level, David will lead each day with the end in mind and strengthen the bridge between elementary and middle school.” 

Both Mrs. Kimmy Milligan and Mr. David George will assume their new roles on July 1st, 2023.
