THE ROLE OF THE BOARD

The school board is a policy-making body. They set the policies for the management of the district that the superintendent and the district staff then carry out. The School Board:

  • Approves the budget.
  • Establishes goals and priorities.
  • Acquires and disposes of property.
  • Serves as a link between the school system and the public.
  • Interprets educational needs and concerns of the community.

In addition to attending the board meetings, members serve as liaisons to various district and non-district committees.

BOARD MEETINGS
  • Board meetings are typically held the second and fourth Mondays of each month, at 6:00 PM. All meetings are held at the Leidal Education Center, 207 Main Avenue West, West Fargo. A complete schedule can be found on this webpage, or by inquiring at the district office.
  • All meetings of the board are open to the public, unless specifically noted.

THE AGENDA
  • The agenda is available online, at the district office and at all school buildings by the Friday preceding the meeting.
  • Board members receive agendas and supporting documents in advance of each meeting, so they can study the material and be prepared to make decisions.
  • Because the board needs complete information prior to making decisions, they typically will not act on items that are not on the agenda.

The School Board is made up of seven residents of the West Fargo School District elected at large to four-year terms. They receive a $8,400 annual compensation and the president receives and additional $600.

Annual school board elections for three or four positions on the board are held in conjunction with the county elections. Registration is not required to vote. New directors take their seats in July and the board elects new officers at that time.

The president of the board conducts the meetings. Superintendent Dr. David Flowers, Assistant Superintendent of Elementary Curriculum and Instruction Beth Slette, Assistant Superintendent of Secondary Curriculum and Instruction Allen Burgad, Business Manager Mark Lemer, Human Resources Director Robin Hill and Technology Director Ed Mitchell function as resources to the board during the meetings. Alicia Severson serves as administrative assistant for the board.

TO VOICE YOUR OPINION

To speak during Public Comment on a general topic, you are asked to call the Superintendent (356-2000) or the Board President at least one week prior to the meeting. To address an item that is on the agenda citizens may appear prior to the meeting and sign up to speak. The Board will respectfully and carefully listen and acknowledge comments but might not comment or respond to questions at that time. Citizens who sign up to address the board during public participation will be called on in priority order first for items on the agenda and then for items not on the agenda. Each individual speaker will be allowed three minutes for remarks. After 30 minutes of Public Comment, any speakers remaining will be recognized at the end of the agenda for their comments.

Superintendent Dr. David Flowers is appointed by the board and acts as its executive officer. The superintendent provides the school board, the district staff, and the community with leadership toward the goals and objectives of our public schools.

Assistant Superintendent of Elementary Curriculum and Instruction Beth Slette provides leadership in the areas of curriculum, instruction, and staff development for the Elementary grade levels.

Assistant Superintendent of Secondary Curriculum and Instruction Allen Burgad provides leadership in the areas of curriculum, instruction, and staff development for the Secondary grade levels.

Business Manager Mark Lemer serves as the district's Chief Financial Officer and manages the fiscal responsibilities of the district.

Human Resource Director Robin Hill works to recruit and retain high quality staff members.

Technology Director Ed Mitchell oversees the development and integration of technology in the classroom and the general operations of the district.

Building & Grounds Director Pete Diemert oversees new building projects and upgrades and maintains existing facilities and grounds.
