2024 Facilities Plan 2.0

What is Facilities Plan 2.0?

On September 26, 2023, West Fargo Public Schools’ voters defeated a $147 million referendum request.

At their regularly scheduled meeting on December 11, 2023, the School Board authorized district administration to engage the community in determining the next steps for addressing our growth. The intent is to reengage the 2023 Long-Range Facility Planning (LRFP) Taskforce membership, invite new voices to the table, and to offer several community-wide forums, all with a focus of: 

  • Reviewing the failed bond referendum package and analyzing feedback from stakeholders.
  • Developing strategies to engage stakeholders in creating solutions that address the rapid growth in the district.
  • Engaging subcommittee members to determine other alternatives to address rapid growth short and long-term.
  • Analyzing data from stakeholders and creating a recommendation to address the rapid growth in the district to the board. 

These efforts are the foundation of Facilities Plan 2.0.

Public Forums

THANK YOU to the roughly 200 stakeholders that attended the in-person forums that were held on March 19, March 27, and April 10, as well as the 100+ individuals that responded via the form associated with our playlist of short videos. All feedback was shared with the Facilities Planning 2.0 Taskforce at their meeting on May 1. 

November 20, 2024 Update

At their fall workshop this past Monday, the School Board discussed next steps in the Facilities Planning 2.0 process. Using the data collected through community open houses and staff presentations, the Board engaged in extensive conversation before coming to consensus on the following items:

What projects should be included in a future referendum package?

  • All 13 projects that were discussed in this latest round of information gathering will be included in the next referendum package.

How should the ballot be structured?

  • The projects will be broken into three questions on the ballot:
    1. Question One (immediate needs, within 1-5 years): completion of Heritage MS, completion of Horace HS, adding multipurpose rooms at West Fargo HS and Horace HS, building an inclusive playground at the Early Childhood Center, special education improvements, adding classroom space for early childhood special education programming, the renovation and expansion of South Elementary School, safety and security upgrades, and restroom renovations. Total Package Cost = $99.7 million
    2. Question Two (anticipated future needs, 6-10 years out): elementary renovations, a new elementary school, acquisition of land, and a second expansion of space for early childhood special education programming. Total Package Cost = $58 million
    3. Question Three: collaboration with WF Youth Hockey and WF Parks to expand the Veterans Memorial Arena. Total Package Cost = $5 million  
  • The passage of each question is contingent on passage of the question(s) before it.

When should the election take place?

  • To capitalize on existing momentum and to take advantage of the full 2025 construction season, a vote at the end of February or beginning of March 2025 is preferred.
